Beppu, located in Oita Prefecture on the island of Kyushu, is renowned as one of Japan’s most famous hot spring resorts. In fact, it is often listed among the “Five Great Onsen” of Japan, alongside historic names like Arima, Kusatsu, Gero, and Dogo. Known for its incredible volume of hot spring water and a wide variety of bath types—from sand baths to mud baths—Beppu attracts millions of visitors each year. Its unique combination of natural beauty, therapeutic waters, and welcoming atmosphere has made it a favorite destination not just for domestic travelers, but for tourists from around the world.
Recently, Beppu has also become a symbol of how traditional communities in Japan are adapting to modern challenges. Like many places across the country, Beppu faces a severe shortage of drivers, particularly for buses and taxis. This has caused problems for both locals and tourists, especially at night when transportation options are limited.
In an innovative move, Beppu City launched a public ride-share service at the end of April. Uniquely, the drivers are not professional taxi operators but city officials, including Beppu’s own mayor, Yasuyuki Nagano. For the first time, civil servants are taking on “side jobs” by using their private or city-owned vehicles to transport passengers. Customers can book rides through popular apps like Uber and GO, paying a fare with an additional pickup fee.
Traditionally, public servants in Japan engaging in side jobs has been viewed critically. However, this initiative has been widely received with understanding, if not outright support. Many see it as a practical and forward-thinking solution that aligns well with the digital age and the urgent needs of both tourists and residents.
Through bold efforts like this, Beppu shows how a historic onsen town can honor its traditions while embracing the future.
別府：新しい時代に向けて革新を取り入れる有名な温泉地
九州の大分県に位置する別府は、日本で最も有名な温泉地の一つとして知られています。実際、別府は有馬、草津、下呂、道後といった歴史ある温泉地と並び、「日本五大温泉」の一つに数えられることもあります。別府は、豊富な湧出量と砂湯や泥湯など多様な種類の温泉で知られ、毎年何百万人もの訪問客を惹きつけています。その独特の自然美、癒しの湯、そして温かい雰囲気の組み合わせが、国内旅行者だけでなく世界中の観光客に愛される理由となっています。

これに対処するため、別府市は４月末に公共ライドシェアサービスを開始しました。特徴的なのは、ドライバーがプロのタクシー運転手ではなく、市職員や別府市長である長野恭紘氏自身であることです。市職員たちは、自家用車や市の車両を使用して乗客を輸送する「副業」としてこの取り組みに参加しています。利用者は「ウーバー」や「ＧＯ」といった人気アプリで配車を予約し、運賃に加えて迎車料金を支払う仕組みです。
これまで日本では、公務員が副業を行うことには批判的な見方が強くありました。しかし今回の取り組みは、多くの人々から理解や支持を得ているようです。多くの人が、これをデジタル時代と急を要する地域ニーズに適応した、実用的で前向きな解決策だと見ています。
このような大胆な試みにより、別府は伝統を尊重しつつ未来を受け入れる温泉地の姿を示しています。
